Annual Report 2015

Report Foundation Media 3.0 is a document that summarizes the Foundation's activities in the year 2015, including the financial settlement and the publication of the most important information related to the activity of the Foundation. In this report we share not only everything positive that happened during the whole year, but also what we have failed to achieve and what conclusions we reached. This is the first report of the Foundation, in which we present specific actions, and we give the exact numbers, and all this is to the entire activity of the Foundation as fully transparent.

The aim of the Foundation Media 3.0 is promoting transparency of the public authorities, and open public data, and the creation of the information society. Why? Because we want society conscious, active, that their decisions are based on the information and data from actual and readily available, society as a collection of people who can use the information in the digital world. Our objectives, in particular, we realize through the creation of Web tools and data processors and running websites.


2015 was for us the second year of our organization and it was very important for us for several reasons. First, we began to implement our strategic project Secondly, we started to implement our plan to diversify revenue foundation, launching its paid services. During the year, our activities focused on a total of 6 projects and all achieved the expected results. At the beginning of 2015 we opened an office in Warsaw, on Krakowskie Przedmieście, where we focused our efforts in journalism from the service and those related to lobbying in favor of open public data. In 2016 we enter with zeal to further enhancing the transparency and the creation of the information society with a budget that allows achieving these goals for this year.

By contributing to transparency and open public data we create tools automatically collecting and formatting data, public information we gain also under the Act of 6 September 2001 (Ustawa z dnia 6 września 2001 r.) about access to public information and media law. In 2015 thus obtained information we started to publish. Currently we are testing tools from Google Drive where you can, among others, finda record of leadership positions in the country since 1944. In September and October, we worked on the analysis of asset declarations of deputies. We decided to take a look at the latest statements financial standing at the end of the seventh term of the Sejm. Unfortunately, all statements are written manually by the members themselves, which makes it difficult to verify and compare. Together with the service run by Association 61 (Stowarzyszenie 61), we have tried to rewrite statements and create their visualization. Results of this work can be found at In December, we also started to work on website, which is intended to allow easy access to the documents of government and central administration; project of website is ready. On October 15, we trained 30 journalists from the whole Polish legal issues related to access to public information and tools for their processing. In January, in turn, was released Parliament App, which is the first application that provides "live" data from the Polish parliament.

In 2015, we intensified action pursuing the mission of creating an information society. First of all, acting in favor of transparency and the opening of public data by building online tools, we began to grapple with staffing problems in the field of technology to build our tools. Hence the idea of ​​developing digital literacy, in particular those related to programming among young people. From 10 to 18 Octoberwe took part in the European Week Coding and had organized 16 meetings with programming in secondary schools in 10 voivodeships. During the EWC (ETK) we participated also in the debate at the Copernicus Science Centre "What is the future of science program in Poland?". In December 2015, we issued an electronic textbook program by Prof. Marlena Plebański, Barbara Halska and Paul Bensel. In order to increase the competence in the field of programming we also created Poland's first interactive platform to learn multiple programming languages ​​ Throughout the year we have supported many non-governmental organizations from the use of ICT tools in their daily work, in particular the use of public data in the activities of the guard.

From January 2015 Foundation undertakes the first Polish data journalist blog Online mainly we focus on the themes of political and sometimes social affairs. We used the data sets such as GUS (Central Statistical Office), KRS (National Court Register), the National Debt Register (Krajowy Rejestr Długów), or information obtained from public entities: the Sejm, the Police Headquarters (Komenda Główna Policji), Ministry of Administration and Digitization (Ministerstwo Administracji i Cyfryzacji). In total, we published on datablog 122 articles throughout the year, the service had 205 870 hits. At the same time datablog’s journalist Piotr Kozlowski worked on the translation of "The Data Journalism Handbook". From 14 to 18 October in Warsaw we organized a conference of journalism based on the Data 3.0. In addition, on the website, until the end of 2015, appeared in 30 articles based on public data. We started cooperation with service publishing articles based on service In December, we started talks with Google Inc. on financial support and mentoring our tool for journalists based on public data from all over Europe. The Foundation also constantly supports the media in the creation of materials based on the data, mainly through email contacts (11 contacts). In 2015, we held a number of meetings in the form of< provision of public data by the Chancellery of the Sejm. The result of the meetings was to improve the availability of data via an RSS feed the Polish Sejm’s website.

At the beginning of the year we decided to focus on strategic projects that we intend to continue in subsequent years. Most of them managed to keep only one we had to suspend. Our activities are grouped according to the mission of the associated transparency and use of public data and those related to the development of the information society.

2015 is primarily the year of our strategic project or Internet service, where we create the map of public-private links related mainly to the world of politics and business. We managed to start the project thanks to the financial support of the Stefan Batory Foundation within the program „Citizens for democracy“. In the creation of the service helped us The Foundation Civio from Madrid and the company Transparent Data, which leads service, which provided us their database. On the website you can check the links of Your politicy with other politicies, individuals or business organizations in the form of interactive visualizations. We wanted to prove that you can inform about the relationship of the sphere of business and politics in theform of verifiable and based on official data, indicating their source. 

The service overexposure currently 22 thousand entities (individuals and organizations) and their connections, which benefited throughout the year 77 956 users. We have published 30 articles, already in May 2015 dealing with the subject of the Constitutional Court (Trybuneł Konstytucyjny). Service users downloaded 230 pieces of our visualization. Great interest was release concerning links in the Polish Television. In the media there were 151 press releases about our project.

In the project essentially involved were: Łukasz Żyła - the main service journalist, Dr. Michał Bernaczyk - a lawyer specializing in the law of data processing, Piotr Kozłowski - a journalist. Big contribution in organization filed while Arkadiusz Walkowiak - administration specialist. The work of the service involved a total of 16 volunteers. During the project, we found a number of problems, especially in technology. The main problem was the quality of databases and problems with their integration, hence on the site began to appear, e.g. duplicated links between the same parties. The first year of operation of the website we found to be experimental, drawing specific conclusions for the future. The main goal we have set for the next year is to improve a number of administrative functions for service and increasing automation of its maintenance and further input and update links with the articles. This goal we want to achieve, acquiring funds from the crowdfunding campaign, which we intend to carry out in the middle of 2016 year.

Parliament Application

At the beginning of the year we have provided the full version of the application the Parliament in the Google Play store for Android. Parliament is in Poland the first tool to follow the work of MPs on cell phones almost „live“. The application collects official data related to the work of the Parliament and to date provide information such as voting results, recently voted the law, the division of votes etc. The entire functionality can be found at The application was created with financial support of the Ministry of Administration and Digitization, technological support from Xamarin and the Sunlight Foundation. We collected our databasa (technically API) with a service conducted by the Foundation ePaństwo. Work on the application lasted from September 2014. At the end of 2015, the application had 2348 downloads. We designed tool in this way that it in a very easy way can be created on other systems as iOS or Windows Phone. In the first phase of the application have been integrated into the data associated with the work of the Sejm, in 2016 we assume the development of the data from the Senate. Currently, in order to implement a version of the application for IOS, we need to create an interface to the application, but for this activity we ran out of funds. At the same time, at the end of 2015, the data provider has changed completely the structure, so the application has become more and more emergency. In case of not obtaining additional funds for us to bring applications to the stable version of IOS and Android, we will probably have to suspend the project, waiting for the possibility of the involvement of human and financial resources. Datablog is the first service of data journalism in Poland. Previously run by Piotr Kozlowski, who joined the foundation in late 2014. Since then, the service we develop based on its own resources and tools, using the free applications for data visualization online. In 2015, we used these data sets as GUS (Central Statistical Office), KRS (National Court Register), the National Debt Register, or information obtained from public entities: the Sejm, the Police Headquarters (Komenda Główna Policji), Ministry of Administration and Digitization (Ministerstwo Administracji i Cyfryzacji). Altogether we published on datablog 122 articles; throughout the year, the service had 205 870 hits. from the very beginning is also the perfect place to study journalism data. Service is given, among others, as a source of information on university courses. At datablog we conduct the cyclic school of data journalism e.g. based on the „School of Data" materials. Our articles are constantly being quoted by many media throughout the country.

Activities related to our education programming in the mission of creating an information society comes from our own experience in building online tools. From the beginning we looked for programmers to appropriate technology, who would be simultaneously involved in our mission and be able to permanently tie up with the Foundation. Unfortunately, usually in vain. We have seen firsthand that on the labor market just missing out programmers. And according to forecasts of the European Commission, by 2020 will be missing 900,000 specialists in the field of ICT. Thus, our platform We decided to rely on the world's best patterns, creating a tool but in Polish language, assuming that often a barrier for young people to reach for educational materials or courses is the English language as a foreign language. Although it is not a barrier not to transition, but significantly impedes the entry into the world of programming, particularly for young people with fewer opportunities in education coming from rural areas or smaller towns and the disadvantaged, from less affluent families.

The platform was put into operation in September 2015, and the work on it lasted four months. We created five online courses with interactive tasks that are verified in the browser language javascript, python, c#, ruby. At the end of the year on the site disbanded 116000 jobs, 5443 users were registered, and the total number of users amounted to 12 196. In December we conducted contest for high school students on the best social application, which was won by a group of students from a Complex of Schools No. 6 from Jastrzębie-Zdrój; they created application "Owl", an educational game for all people with language disorders. Platform „apki“ was presented, among others, during the European Week Coding in the Copernicus Science Centre.

Currently, the service continues to operate in Beta, the transition to the stable version, with which we will be proud, according to our capabilities, should take place at the end of 2016 years. The website was created with financial support of the Ministry of Administration and Digitizationand technological support Hackerearth from India (this magnificent help saved us many months of work). Media patronage of the service included: „Komputer Świat“ („Computer World“), Edulandia, „Magazyn Programista“, „Cogito“, „Superbelfrzy“ („Superbeaks“). The project was also supported by company iSpot, which funded electronic equipment for the winners of competition.

lab 3.0

In order to reach directly to the young people we established 16 Labs 3.0 in secondary schools in 10 voivodships. Every place we selected from over 100 application forms. From the end of August we have trained 16 teachers, who until the end of November conducted additional classes in programming and application development for social students. A total of 305 people have been trained. Each student participated in an average of 7 classes, during which it was used, among others,, our platform, and free tools for application development. Labs were led by Barbara Halska, a teacher of the year 2014 on behalf of the MEN (Ministry of Education) from Foundation Media 3.0. The Lab’s idea is not only learning programming, but also engaging societal young people e.g. through the creation of social applications. Labs in the first year in operation functioned in strict depending on the service In order to further develop the foundation plans to cooperate with a commercial partner that could support our activities.

In May, we started conceptual work on the project with the working title "Ekopuszka" (Ecobox) as part of broader "" The project was aimed at increasing data processing capabilities related to the environment and, this same, increase knowledge about air pollution. We had designed the device which collects data from the environment such as temperature, air quality (specific substances like CO2 and suspended dust), humidity, noise. By July, we developed the project of a circuit board along with programming and purchased equipment to make prototype. Work on the project was conducted in the mode of open source on github site. The data collected from the device were going to process in real time and visualized in an accessible form. We were forced to suspend the project in August due to the lack of sufficient human and financial resources. By creating Internet tools we draw from the experience and patterns of the most important organizations in the world, with whom we cooperate when we work on specific projects.

Thanks to the cooperation with the Foundation Civio was created and developed service Media 3.0 with Civio currently jointly developes programming code, also it decided to replace the functions and services, In July, they tied cooperation with the organization Hackerearth from India to create tools Hackerearth is the largest organization dedicated to teaching programming in India. The Media 3.0 Foundation share both our knowledge and experience. At 30 August we conducted the training for 16 teachers from across the Polish in creative teaching of programming for youth with the use of new technologies and our platform For Imago Foundation in May and June we conducted the training in the creating of web pages that conform to the standards WCAG 2.0 at work. In March, we conducted training in data visualization and the creation of infographics for 30 employees of the Ministry of Foreign Affairs (Ministerstwo Spraw Zagranicznych). In carrying out our mission of action related to access to public information, we conducted training on creating accessible and open content for officials in Jastrzębie-Zdroj and for district office in Koszalin. In the conference Data 3.0 we trained in data journalism and work with public data 30 journalists from major media from whole the Polish. In Rybnik, from July, we conduct the Lab, which started educational activities for non-governmental organizations, public institutions. In April, also we adopted on the practice one student from ZST (Complex of Technical Schools) in Rybnik, who was educated in the language ruby and Kamil started to be permanently on the team of foundation. In July, in cooperation with Politechnika Śląska (The Silesian Technical University) in Rybnik’s Lab took place the practice of 3 students working in lab-media mode and creating application that processes data from public contracts. During the year, we have also published three books: "Creating visualization and infographics", "Editor of accessible contents" and "Program Apps. Introduction to Programming". In 2015 we started a project called Academy 3.0. The Academy is intended to group together all the educational activities of the foundation.

Our aims are pursued also by organizing meetings, conferences and participating in Polish and international initiatives.

Between 14 and16 October in Warsaw we organized the Data 3.0, which is the first conference with workshops addressed to journalists and media representatives from Poland. In total, the event was attended by 40 people, including journalists from media such as „Gazeta Wyborcza“, „Wirtualna Polska“, „Polska the Times“, „Super Express“, „Onet“, „Forbes“. On the conference presented their own tools: Sieć Obywatelska Watchdog (Civic Network Watchdog),, and Foundation Media 3.0 ( At the same time, we co-organized electoral Hackathon (together with the Stowarzyszenie 61 (Association 61) and Foundation ePaństwo), in partnership with Google Poland. The results of this Hackathon were infographics and applications visualizing data related to the candidates to the Sejm. At 16 October in the Copernicus Science Centre Barbara Halska from the Foundation Media 3.0 participated in the debate "What is the future of science program in Poland?" organized under the auspices of the Ministry of Administration and Digitization. We had presented our platform In October, we took part in the Europejski Tydzień Kodowania (Europe Code Week) as co-creating Polish initiative. Because part of our strategy for the year 2015 was to increase the efficiency of good governance and organization, we were able to take a few steps forward. We have introduced registers of contracts for each conducted project, created a work calendar online, we have implemented the Google for Nonprofits. In the middle of the year, we decided that the project management use only one tool - Trello. We decided on the establishing of the Programme Board of the Foundation. At the beginning of the year joined the team of Foundation Phd. Michael Bernaczyk, whose experience and knowledge at the interface between law and technology allowed for the efficient functioning of the Foundation. Because of earlier accounting problems we decided to outsource accounting services, and on 1 March we signed a contract with the accounting company MrWallet. When designing our tools and management, we apply the method Design Sprint developed by Jake Knapp’s and used on a daily basis, among others, Google.


On 31.12.2015 we closed our accounts financial surplus in the amount of 182 219.23 PLN. However, a significant portion of this amount was related to the obligations of the following year. Revenue foundation amounted to 821 382.48 PLN, which accounted for 288 % of the revenue from the year 2014. But at the same time there has been a similar increase in expenditure, which amounted to 655 316.49 PLN, which accounted for 311 % of the costs in 2014.

As you can see, in 2015 we recorded a drop in salary costs in respect of all cost. In 2014 the percentage was 71.5 %, in 2015 to 55.4 % - 363 136.13 PLN. This decrease is a result of the fact that the dynamic development of the foundation in 2015 and the need of use external services and cooperation with persons conducting a one-man business. Because of the extensive activities and the rapid pace of development, the foundation has not introduced a scheme of remuneration for each position. We assume that this will happen in the next year.

Although in 2015 we chose not to campaign dedicated to donations to the foundation and ongoing support, we tried to communicate about our activities in during of any projects. To support the foundation, we try to convince donors in the implementation of all activities. In 2016 we intend to conduct a campaign dedicated to support our organization and run automated and efficient ways of donations through systems such as PayPal or dotpay.

Grants to subsidize the Foundation's activities constantly come solely from Polish organizations and institutions. Therefore, the Foundation intends to concentrate its efforts on the acquisition of grants from sources outside of Poland. Stefan Batory Foundation supported in 2015 primarily project, including conducting site and the organization of conferences Data 3.0, the Media 3.0 Foundation also received support for institutional development and for preparing to start a business. In turn, the Ministry of Administration and Digitization supported us for activities related to the learning programming, ie. create a service and the setting up of 16 schools Lab 3.0.

In March 2015, we started a business. A preparatory action has already started in November 2014, with the support for institutional development granted by the Stefan Batory Foundation. In the first year of operations we focused on project, in which we supported public institutions in meeting the standards of WCAG 2.0 on websites. We haven’t only implemented the same standards, but we trained officials, we offered our own manual that indicates how the content and data should be presented to be accessible and open. In total, we have concluded 13 agreements to modify and create 25 websites. Using our own system for public consultation in Jastrzębie-Zdrój we implemented a platform for consultation. In 2015, we also became a member of the Non-governmental Labour Market Institutions’ Network.

In 2015 we signed an agreement with the accounting office Mr Wallet. Each of the projects, including those carried out in the course of business, we charge on separate accounts. Hence more clearly we have control over the execution of individual tasks within the whole.

The funds accumulated in the accounts of the foundation will allow us for the continuation of the project and develop open Technology Lab in Rybnik. In 2016, we plan to start a new project The financial perspective for 2016 we assume, however, lower than in 2015 due to a very narrow possibilities of support from external organizations and institutions. In 2016, our revenues will largely depend on the activities in the area of fundraising, therefore we established the position of specialist for fundraising the Foundation. We will continue to pursue the objectives of our strategy to become independent from external grants. One of our goals is also a reduction in administrative expenditure.

Due to the nature of the Polish market, still mainly we use one social media - facebook. During the year, we did not create the main strategy of promoting the foundations, various promotional activities were associated with specific projects. We have introduced a permanent system of monitoring, however, we did not use the automated solutions. In the course of our activities we were able to recruit many media partners as Agora,, „Magazyn Programista“, „Komputer Świat“. Constantly we also use our own channels as opportunities for publishing on the site,, We set up several new brands as, Akademia 3.0, Still all promotional materials we create ourselves, so we can react quickly in communication. Since the beginning of year we use several applications:, and free applications for graphics. To manage communication media we use the free Google Apps (Docs, Calendar, etc.) together with plugs.

In 2015, our sites had 162 805 unique users. Facebook parlamentAccording to our estimates, by the campaigns we came to approx. 400 000 customers. The number of publications on the site totaled 151, while up to 205 in - places such as „Komputer Świat“, „Magazyn Programista“, Radio Zet, dwutygodnik „Cogito“ (biweekly „Cogito“), or At the end of the year we started to monitor the overall results of all activities, estimating that about the activities of the Foundation was published approx. 600 articles. Focusing on campaigns in social media and relying mainly on the website and youtube, we achieved very satisfactory results. In total, we reached 123 742 unique users. A number of "likes" of our main fanpage increased by 133 %. Materials related to our business popping up in the most important media in the country as Radio Zet, or, or „Press“. Our customers are interested in keywords such as politics, transparency, parliament, data visualization, data journalism, free courses, programming, learning programming, social applications, new technologies for ngo. Most of our customers are aged from 15 to 35 years old. The highest reach in social media achieved a post on launching the application Parliament, which reached 71,326 people. Our goals for the next year is to acquire new media partners and establish procedures for monitoring the results achieved.

Constantly increases the number of people and organizations who selflessly support our efforts in working towards transparency and the creation of an information society. The most amazing support we received from organizations from India - Hackerearth, namely they gave us the opportunity to compile programming languages ​​on the platform, on such a solution we would work many long months! Sunlight Foundation supported us when the Parliament App was deployed; Foundation Civio served good advices in the conduct of the service; Ministry of Digitization - provided us the room at the headquarters of the MAaD on the closing ceremony of the competition for schools of platform; thanks to a team we could visualize data from asset declarations of parlamentarians before the end of term, Phd. Michał Bernaczyk, before he found himself in a more permanent form in the foundation, organized a meeting with the Chancellery of the Sejm on data sharing; Imago Foundation supported us logistically in Rybnik, Kamil Mrozek, during the whole year, administered website of foundation; Ewa Dziardziel on created a lot of great journalistic materials based on the data; Olgierd Kowaliszyn programmed visualization related to changes in the Polish Television on website; with Bartosz Mioduszewski we could consult several important projects and activities of the Foundation; attorney Michał Jarmundowicz gave us a lot of advice on the current operation; company iSpot has given us significant discounts on purchases of computer equipment.

  • Nowadays, public authorities increasingly expand its range of e-services of public and open partially its data, or, at least, start to be interested in the theme of openness and information and communication technologies. The role of organizations such as the Media 3.0 should not rely only on the creation and implementation of a solution with the institution, but on the overall support of the public institution from education in the field of ICT, law of data processing and access to public information, and ending with the advisory if in method of design thinking and general methods which assume a more user-oriented design.

  • Diversification of funding our foundation should be a key issue for the future functioning of the foundation in its present form. Dependence on external grants may lead to substantial slack in the activities. One form of diversification can be a raising of funds from the business. On the other hand "lunging" on a number of different forms of funding requires a significant commitment of staff of the Foundation, which may cause minor involvement in the implementation of statuory activities. The key is constant monitoring, flexibility and planning. We, The Media 3.0, decided to start a business in 2015, which we favorably developed, further options as crowdfunding, fundraising will go to use next year.

  • Managing non-governmental organization usually differs from that of a commercial entity, above all, from the fact of instability personnel resulting directly from financial instability. We should strive for a harmonious and gradual implementation to the Foundation's work of following people, who first become those realizing the request, then co-workers, and, finally, employees. With the establishment of something kind of "levels" should be combined not only salary range, but all kinds of privileges, which the NGO is not missing (eg. the ability to work in a free working hours, free training and trips abroad). This provision was assumed for 2016.

  • From data summary report of third sector in Poland results, that influence on legal status, watchdog activities or advocacy takes 28 % of the organization. For several years in Poland, we observe a significant increase in the number of watchdog organizations. In our view, however, we are still not enough. Automating ways to control and surveillance the power, such as service does not replace the groups lobbying for specific amendments or generating appropriate results, using this type of tool. At the same time the big problem is the lack of cooperation and willingness to work together, often we observe "sick rivalry" among the organizations. This is probably due to the fact that organizations that operate in this matter for a long time do not want to lose their position (because they are tied up in external grants), and the new want hard to exist „here and now“. In our case, cooperation with other watchdog organizations brought only benefits for all of us.

  • Still a lot of work waits for institutions and organizations that may have the effect of increasing the competence of journalists in Poland. The fourth estate is currently in a very difficult moment - the new government wants to control public media. Data journalism, implemented in Poland, is still in its infancy. The only place to stay press materials based on data is service Biq data made by „Gazeta Wyborcza“. Unfortunately, comprehensive reports on transparency appear rarely on the website. At the time, when many of the media is related to competing political parties and journalists misrepresent reality on an unprecedented scale, the only way that could change anything is to increase the competence of journalists in the use of data (including the public), their processing and presentation.

The total number of users of our tools is 162 805..
The users of our new tool to learn programming,, solved 116 000 tasks in 2015.
We created the first Polish interactive map of links in between politic and business, significantly contributing to increasing transparency in public life. Online we overexposure 22 thousand entities.
We have set up 16 clubs to learn programming and social application development in secondary schools in the area of ​​10 voivodships.
Our main success in 2015 was the closure of the budget in the black, the ability to move and create Lab on the Rybnik University Campus and the trust of donors to our activities and our organization.
